Good god no. Definetly an INFJ. The way he's able to understand Poindexter's past and emotional trauma and use it against him by acting as an enabling father figure is very skillful use of Fe. He doesn't get rid of people because it's the logical thing to do but instead forces them into his services in order to corrupt them by enticing a sense of hopelessness. 

 

xNFJ villains, like Fisk, will poison the souls of the people they control. xNTJs are usually chessmasters relying mostly on the system against their opponents - even though Wilson Fisk does this alot, xNTJs will usually lack Fisk's interpersonal skills or ability to understand people.

 

He's an ENTJ in the comics though.
