Heathcliff is right on. She definitely expresses herself very physically and has the Se pragmatism, but at her core is motivated by her moral code, and is given to frequent outbursts of the Fi variety. An ISFP through and through

I'm not saying that Thinkers don't have moral values, in fact I believe that in some cases, when they decide on the emotional to making a decision, sometimes they can apply these feelings in a more skillful and practical way to the choice made than a Feeler would do, for example. But it's undeniable that in most cases, between the most "rational" and the most "emotional" choice, Thinkers tend to value the most "rational": even if this choice involves ignoring feelings or not necessarily being the most "charitable" "or "pleasant" choice in the world. And in my opinion, although Katniss isn't the most emotionally expressive person of all (though in many cases she's quite demonstrative about what she feels), her heart guides her most of all. It's not worth mentioning that she has impulsively volunteered for Prim, because this was an extreme situation, but for example, when she joins Rue, she's naturally inclined to take care of the girl simply because she has been personally touched by her, and I really don't doubt that in the end she would be willing to sacrifice herself for Rue to win the games without thinking two times. When she finally kills a player she doesn't really recover from it, even though it was a matter of survival, having killed a person wasn't something that stopped to haunting her even after the games were over (so much that, from what I remember , after it she can't came back to hunt animals again). In the end she still feels touched by the speech of the boy from District 2 and insists in giving him another shot so that he would stop suffering, despite all the hurt he caused her. In Catching Fire, when it comes to choosing the tributes she would like to have as allies, she doesn't look at those who seem to be more competent or the ones who would be most useful, but simply for whom she feels personally touched. It's also at this time that she begins to feel something really strong for Peeta and is willing to protect him from anything and at any cost, often being simply driven by that feeling without thinking right about the consequences or what exactly she's doing. When Gale is being punished in District 12 she also simply throw herself to protect him, without planning or reasoning before. In "Mockingjay" she refuses to help the revolution in the way District 13 wants simply to be angry that they haven't tried to rescue Peeta; in the battle of District 8, even in the middle of a war, she's reluctant to shoot the Capitol plane for some time - even though she has killed people before and is in the middle of a battlefield, human life and integrity is a a matter that still weighs heavily on her and she has many difficulties overcoming this, even if for a "greater good" - and in the end she only fully engages in the cause of District 13 when she witnesses the hospital being bombed (again, moved to do something for having had their personal feelings touched).
Anyway, all this only to say that for me she's an F because she is almost never impersonal in making her decisions, and because she's influenced much more by the feelings of the situation than by the "facts" or the "logic" behind.
