If we're judging something as an expression, it'd be more substantial to be based on behavior. Thought process is naturally an internal process so everything valued is going to be personal and it's going to be based on your internal framework. That said, for thought process I see people-orientation as highly subjective and more based on relative experiences and personal processes, whereas system-orientation is much more objective or at least works towards something which is objective and in line with how the world is, much more impersonal. If this is about society then I would agree with everything you just said other than the ENFP bit. (semantics i suppose) Edit: Although, I actually could see Te being more extroverted than Fe in society with certain situations, it really depends on the situation.

why N over S? mbti-wise you've convinced me of a stronger P vote but i'm not sure where N comes into play

You're not talking functions but MBTI dichotomies in which extroversion is about social preference and "people" more than how much you interact with "the world", thinking as more extroverted than feeling then is plain wrong as feeling is entirely people-oriented while thinking is about systems of logic and fairness.. Even going with "the world around you" vs people you'd probably use an overall activity level as reference so you've got seeking novelty and jumping into activities for the sake of "external stimulation", people-orientation opposed to system-orientation, and a preference for the present moment, future possibilities and the making-and-breaking of plans rather than security and a desire to stick with your decisions.. you'd end up with ENFP with both definitions

I'll just say, Te is the most extraverted judging function and Se is the most extraverted perceiving function. Hard to judge much further than that.

You're either taking information in or deciding what to do with that information. Dom-extraverted judging types are much more actively expressive of their will. Te-doms specifically are more managerial and driven to work their will into the world. They don't tend to procrastinate, they're highly decisive, and they basically think out loud. ESFP's get bogged way down by introverted feeling despite often wanting to live life to the fullest. There's a lot of them that get incredibly depressed.

also yeah even going by mbti functions saying J must be more extraverted is a little silly. Pe is extraverted perceiving for a reason, and it's not like having dom P function means you have to let your aux Ji load in before you can do anything

going by assertive types was my initial thought also, but idk if assertiveness is necessarily a super strong indicator of extraversion (as a trait) so much as it is just an extraverted approach

taking things in and keeping your options open is more extroverted than planning, categorizing and working by internal systems

For MBTI, I doubt someone with dom-perceiving would be the most extraverted despite ESFP stereotypes. Perceiving takes things in; judging is decisive and more indicative of a desire to take action.

7's are the most enthusiastic, impulsive, and hyperactive. 3's have the most ambition, hostility, and passion. 8's are the most confident, determinate and domineering. 7 > 3 > 8

2's are ambiverts, not extraverts. 3, 7, and 8 would make the most sense.

Type 1: Compliant and Competency
Type 2: Compliant and Positive Outlook
Type 3: Assertive and Competency
Type 4: Withdrawn and Reactive
Type 5: Withdrawn and Competency
Type 6: Compliant and Reactive

I once made a big data set using statistics taken from the CPP (a.k.a. from the representative sample in the MBTI Manual):

These translate to comparative likelihoods e.g. the likelihood of being an extravert as a judger is 0.946 times that of being an extravert as a perceiver. If we're using raw data that exists to make a judgement on this particular entry, voting anything that's ordered E > N > F > P should be fair. I'll vote 1.0, 0.5, 0.25, and 0.25 respectively, but my "true vote" would be something like 1.0, 0.15, 0.05, 0.05.

The catch here is that these are all put together in a conglomerated mess, so true preferences might not really come out i.e. ENFP is an averaging out of everything for Feeling but it could be that ISJs had the highest ratio of feelers to thinkers. Luckily, I made data for that, too:
